Hydraulic Modelling Assessment
The purpose of a Hydraulic Modelling Assessment is to identify a point of connection to the public sewerage system and/or devise high level reinforcement work solutions to offset any detriment associated with the foul flows from the proposed development.
Please note that where reinforcement works are required this will no resolve any pre existing detriment or provide any headroom capacity over and above what is needed to accommodate your proposed development.

Stages of the HMA process
- DCWW Convened Teams meeting – Client and Operations kick off meeting to talk through requirements, limitations and concerns
- Model availability and information gathering
- Limited Modelling
- Allowance for single site visit
- Production of high-level options
- Production of phase 2 fee estimate
- Considerations for outline proposals
- Hydraulic Assessments
- Modelling if required
- Reporting as required
- Fee proposals and Programme of deliverables aligned to the above
- Client Meeting to agree on proposals to take forward
- Fee proposals and Programme of deliverables aligned to above to include any Ground Investigation works required for option agreed
Phase 4 – Construction – Construction Fee Estimate
Frequently Asked Questions
The HMA timescale can be variable depending on the type, scope and scale of the assessment required, as well as the date of instruction. Typical timescales for a potable water assessment may range between xxx and xxx months. Whereas a foul HMA may range between xxx and xxx months.
Firstly we would ask that you provide us with further information on the scale of the development and any known flow rates, which will inform if we still consider necessary to undertake the HMA. In the event of a foul HMA there may be scope to avoid the need for modelling should a suitable surface water removal scheme be identified; this will be subject to verification.
Yes, you will be invited to an initial kick off meeting following which a program will be issued and updates provided at various milestones.
It is recommended that the assessment is undertaken prior to submitting a planning application. If not then we would be able to support the development through the planning process with a suitably worded condition.
Initial payment is required in order to instruct our modelling framework to define the scope of HMA and produce a fee proposal.
Accurate costs can only be determined through detailed design whereas the HMA process would only offer high level solutions.
The HMA cost can be variable depending on the type, scope and scale of the assessment required, but will account for the £250+VAT already paid for.
3 months for a foul HMA fee proposal. 6 months for a clean HMA fee proposal.
The solution costs provided are based on the DCWW Carbon and Costing Estimating Tool (CCET). This tool predicts costs based on final costs of completed schemes. These are intended to be high level cost estimates and are for option comparison only. It is recommended that a detailed cost estimate is undertaken during the detailed design phase.
The developer is responsible for paying for the cost of the reinforcement. As the reinforcement is only need due to the proposed development.
Because it has been determined that there is lack of capacity within the foul or potable water network to accommodate the development and therefore a HMA is required to assess the existing network and establish if any reinforcement works are required.
A HMA would entail a program involving survey work, detriment analysis, modelling and solution development with various meetings being arranged throughout.
12 months but please note that performance of our networks are continuously subject to change.
Typically the HMA will assess the development in 2 phases, however there is an opportunity for you to provide Specific phasing information within the developer instruction form.
Your direct point of contact will be a member of the developer services team. A kick off meeting will be held between the developer/applicant and the modelling team prior to the assessment starting.
No, DCWW have a dedicated modelling framework to undertake the HMA which includes access to the catchment model and relevant data.
This is depending on the identified solutions. This is considered on a case by case basis, however the majority of solutions are delivered by DCWW framework contractors.
Yes, we have a duty to accommodate foul flows from residential developments, subject to there being enough capacity within the network.
